Chair

With over 30 years’ experience within the Police, having achieved the rank of Assistant Chief Constable, Peter has gained immense insight into managing complex community issues around hate crime and crime linked to deprivation in local communities. Peter produced and implemented the first Strategic People Plan on Wellbeing, Culture and Standards for Lancashire Constabulary, as well as their award-winning Diversity and Equality Strategy.

Peter acts as a Non-Executive Director for the North West Ambulance Service NHS Trust, and carries out a number of roles within Riverside’s governance community. He is a member of TRGL Group Board, acting as a Co-Optee since June 2016, and he recently became a Non-Executive Member. He has been a member of our Riverside Care and Support Committee (previously the Care and Support Divisional Board) since November 2013, and is the chair of the Neighbourhood Services Committee.

Rowan Carstairs BA MSc PGCE CQSW DSA ACABE

Rowan is a successful entrepreneur with a variety of experience in the property and education sectors. He is currently the owner of Selhurst Estates.

Academically Rowan holds a Diploma in Social Administration and is a Qualified Social Worker. He also holds a Post Graduate Certificate in Education, QTS Status, an MSc in Applied Social Science and a BA in Philosophy.
Rowan serves as a Board Member of Greenoak Housing Association and Christian Action Housing Association and is also a consultant representative for the National Landlord’s Association. He is Chair of Guildford Sunset Homes and Suffolk Housing’s Residents Scrutiny Panel.

Rowan therefore brings an abundance of experience to Riverside’s Neighbourhood Services Committee and is a highly valued member of the Group.

Jackie Grannell

Jackie is an experienced qualified housing professional and has spent much of her career as an Independent Tenant Advisor (ITA), which has given her extensive knowledge relating to housing policy. Jackie is responsible for teaching and assessing CIH professional practice qualifications.

She has worked as a consultant and trainer working with landlords and tenants to improve service delivery and customer focus. Jackie also has governance experience as an Independent Board member for Chester and District Housing Trust and as a school governor for a primary school. Jackie’s experience has made her a passionate advocate for high quality tenant involvement, making her a valuable asset to Riverside’s Neighbourhood Services Committee.

David Green BA MSc OBE

David has almost 40 years’ experience of social housing and is a member of the Chartered Institute of Housing. He was Chief Executive of the Liverpool Housing Action Trust during its 12 year programme of redevelopment and refurbishment of Liverpool's tower blocks. He was also Assistant Chief Executive of Merseyside Improved Houses, a former name of the Riverside Group.

He was awarded an OBE in 2006 for Services to Regeneration in Liverpool. He currently serves as a Trustee of the Whitechapel Centre, a Liverpool based charity dedicated to supporting the homeless and socially excluded.

David is a member of Riverside's Neighbourhood Services Committee and Riverside’s Scotland Committee.

Mary McAndrew

Mary has extensive experience both voluntary and paid, working with vulnerable groups. More specifically Mary has worked as a Youth and Community Worker gaining skills along the way in teaching, social work and probation. She later volunteered for 3 years for Changel Charity in Russia, working specifically in orphanages, training staff and fundraising. She has helped to rehouse female ex-offenders, has served as a mental health inclusion worker and has worked for Parkview Rehab. Mary was a tenant inspector for LHT and served on their Scrutiny panel, and also volunteers for KADRA tenants and residents association. Mary brings a unique body of experience and knowledge with her contributions as a tenant to Riverside’s Neighbourhood Services Committee.

Duncan McEachran BA CA

Duncan has been a member of the Neighbourhood Services Committee since 2016. He is also Chair of Riverside’s Scotland Committee and Chair of Irvine Housing Association.

Duncan is a retired Chartered Accountant with a career in the petrochemicals and plastics industries and in the NHS. Duncan continues to be active in a number of voluntary organisations.

Maria Milford

With extensive experience within the Youth and Community sector Maria has developed good insight into how communities and neighbourhoods thrive, particularly in relation to the socio-economic investment made to them. Maria is currently the Chair for Mersey South Scrutiny Panel and also the Deputy Chair for the National Scrutiny Committee. Maria is a valued member of Riverside’s Tenants and Residents Federation Committee. On a national level she has contributed to a number of conferences with TPAS and HQN, and more recently has become tenant member for Riverside’s Neighbourhood Services Committee.

Sara Naylor CIPFA MBA

With over 20 years working in a public sector financial environment, Sara is a Strategic Business Accountant for the Mersey Care Foundation Trust. Prior to this she worked at Liverpool NHS Clinical Commissioning Group as Contracts Manager. She has also worked in various local authority finance positons including Commissioning and Contracts Manager and Supporting People Finance at Liverpool City Council between 2006 and 2013. Within Riverside, Sara served as a Non-Executive Board member for Riverside’s Mersey North Division and has recently become a valued member of the Neighbourhood Services Committee.

Patrick Rice DipLM FCMI CIHM MICS

Patrick has served on several Boards within the Riverside Group including his current role as a member of the Neighbourhood Services Committee.

He also serves as the Vice Chair for Riverside’s Tenant and Residents Federation Executive. Patrick is a Member of the Chartered Institute of Housing (CIHM), a Professional Member of the Institute of Community Safety (MICS), and a Fellow of the Chartered Management Institute (FCMI). Patrick has extensive knowledge and experience in the day to day concerns and issues of local communities.

Patrick has previously served as a local unitary authority Councillor, and on a number of other Social Housing and ALMO Boards. He is also currently a Non-Executive Director of Haven (Tyneside) Ltd, a specialist supported housing provider which support more vulnerable tenants, such as ex-veteran or ex-offender priority homeless. Patrick therefore brings a variety of experience when serving as a Riverside Neighbourhood Services Committee Member.

John Wood
John Wood BSc (Hons) FCIH

John has responsibility for the delivery of housing and neighbourhood services across the Group. He has over 20 years’ experience in housing. At Riverside he held the post of Managing Director of Riverside Housing prior to its amalgamation. He oversaw the transfer of housing stock from Liverpool City Council to Lee Valley and Berrybridge Housing Associations and managed Riverside’s low cost home ownership division for six years. John also now serves as a member of the Scotland Committee and the Neighbourhood Services Committee.

Darren Warneford

Darren has wide ranging experience in the Social Housing sector including housing management, development, housing finance, regeneration and governance. As a Fellow of the Chartered Institute of Housing (FCIH) for the previous 12 years, Darren’s career in frontline roles in Housing Associations (Isos Housing), Local Authority Housing Departments (Sunderland City Council), a Funder lending to the social housing market (Newcastle Building Society) and national and most recently regional contractor / developers (Mears, Esh). He has also worked as an accountant for KPMG. Within Riverside, Darren has previously served as the Chair of the North Divisional Board (and prior to that Chair of Audit Committee and Vice Chair) and as a member of the Group Investment Committee, Housing Services Committee. Darren is now a member of the Neighbourhood Services Committee.

Sue Powell BA CIHCM

A Housing professional with over 30 years’ experience, Sue was a Riverside Group Limited Board Member from 2014 to 2016 when she served on the Cumbria Divisional Board as Chair. She joined the Neighbourhood Services Committee in 2016. She is currently the MD of Sue Powell Consultancy Limited and has recently overseen the operational merger of two Housing Associations. She also an experienced facilitator and has a keen interest in developing the role of tenants and residents. Prior to this, Sue has held several management positions within the Housing Sector. Sue has a BA in Housing Studies and is a Corporate Member of the Chartered Institute of Housing, and also sits on their North West Board as policy lead.
