Homeless Prevention and Resettlement Service (PARS)

What you will find at the accommodation

Eligibility criteria

To access the service, customers must live within Liverpool City Council boundaries or meet the local connection criteria and meet one of the following:

How the service works

The Homeless Prevention and Resettlement Service (PARS) provides floating support across Liverpool to help people avoid homelessness and maintain stable housing. The service supports residents who are at risk of losing their home, as well as people moving from temporary or emergency accommodation into independent living.

Support is typically provided for up to 12 weeks and is tailored to each person's needs. The service operates Monday to Friday, from 9am to 5pm. Customers receive regular face-to-face support sessions at least every two weeks, although more frequent support can be provided when required.

When someone joins the service, they receive a personalised 12-week support plan designed around their goals, needs, and aspirations. Customers also receive a Personalised Support Agreement, a Missing Person Protocol, and a tailored 10-Point Early Support Plan to help identify priorities and provide structured support from the beginning.

Referrals

The service is available to eligible people living within Liverpool City Council areas.

Referrals must be made by an agency professional and sent to:

How this service is different

PARS combines homelessness prevention and resettlement support in one citywide floating support service. It helps people both keep their existing accommodation and successfully move into and sustain a new home, using personalised support plans and practical tenancy-focused assistance.
