How the service works

Westminster Transitional Housing Approach (THA) provides housing‑led and transitional accommodation for single adults with a history of homelessness or rough sleeping. The service supports people who may also be experiencing mental ill health, substance misuse, or offending histories. Accommodation is provided across multiple sites in Westminster.

Referrals are made through the Westminster City Council Housing Solutions Team

Transitional Service

The transitional service offers short‑term accommodation for up to 12 weeks. During this time, staff work closely with each person to understand their strengths, needs, and future housing options. Support focuses on improving health and wellbeing, building daily living skills, strengthening support networks, and preparing for the next stage of housing. The aim is to help people move on safely and sustainably into longer‑term accommodation.

Housing‑Led Service

The housing‑led service is inspired by Housing First principles. People are offered stable accommodation alongside voluntary but intensive floating support. Support is flexible and led by the individual, focusing on harm reduction, independence, and long‑term housing success. Each person creates their own support plan with their caseworker, based on what matters most to them.

  • Single adults
  • History of homelessness or rough sleeping
  • May have support needs related to:
    • Mental ill health
    • Substance misuse
    • Offending history
  • Referrals must be made via Westminster City Council Housing Solutions Team

How this service is different

This service combines rapid, intensive transitional support with housing‑led, flexible floating support, helping people move from homelessness into stable, independent living at their own pace.
