Tiller Road

We’re regenerating Tiller Road to create high‑quality new homes, safer streets and improved outdoor spaces for current and future residents.

Building homes for the future

Following a successful residents’ ballot, we’re regenerating Kedge House, Starboard Way and Winch House to create 400 new homes, including 137 affordable homes.

The plans include new social rented and shared ownership homes, over 3,000 square metres of landscaped spaces and play areas, and a new community centre for residents and the wider neighbourhood.

Planning permission has now been approved. We’re supporting residents with their moves, with demolition and construction being carefully phased as the redevelopment progresses.

How we got here

Residents and the local community have been at the heart of the Tiller Road regeneration. Since 2023, we’ve spent over 170 hours with residents across 60 events, helping to shape the new homes, community spaces and wider neighbourhood.

2025

We submitted the planning application which was approved by the Strategic Planning Committee in November.

2023

We worked with our residents and our joint venture partner Mount Anvil to develop the scheme designs up to planning application. We held several rounds of engagement events with our residents and the wider community.

2022
  • We began relocating residents from Kedge House and Winch House.
  • In October, we appointed Mount Anvil as our joint venture partner to co-develop the final designs for planning submission.
2021
  • We developed a Landlord Offer, outlining commitments if the ballot succeeded, along with example plans and designs.
  • In May, a resident ballot was held. 94% participated, and 88% voted in favour of the regeneration proposal.
2018

A Residents’ Steering Group (RSG) was formed, made up of volunteer tenants and leaseholders from the three blocks. The group appointed consultants to join the project team.

Has planning permission been approved?

Yes. The planning application was submitted in April 2025 and approved by Tower Hamlets Strategic Planning Committee in November 2025.

When will construction start?

Early works are due to begin in February 2026.

Winch House is now empty and is scheduled for demolition in summer 2026.

What is happening with Kedge House?

Kedge House is nearly empty. We’re continuing to support remaining residents with their moves and working with leaseholders.

Demolition is planned for early 2027.

How many new homes will there be?

The redevelopment will provide 400 new homes, with 40% affordable housing.

This includes 116 homes for social rent, with 58 additional social rented homes for the borough.

What will the new homes be like?

The homes will be designed to be bright, comfortable and energy efficient.

All homes will have dual-aspect layouts, providing more natural light, ventilation and connection to the outdoors. Existing residents have also helped shape the designs of their new homes.

What new outdoor spaces will there be?

There will be over 3,000 square metres of new landscaped and play space, including:

  • new trees and planting
  • places to sit and play
  • a green heart to the development
  • a new pedestrian connection to the surrounding area.
Will there be a new community centre?

Yes. A new 200 square metre community centre will provide space for activities and services shaped with residents.

This could include youth activities, skills programmes, wellbeing support and other community initiatives.
