Chair

Fenella is an experienced Treasurer with over 30 years experience in treasury and risk.

After 21 years in post, she has recently stepped down from her role as Group Treasurer of The Housing Finance Corporation Limited (THFC) – a not-for-profit lender to Housing Associations in the UK – where she was also an Executive Director and member of the THFC Group Board and its subsidiaries. Her main area of expertise is in debt capital markets funding where she has raised over £4.5billion through the issuance of bonds under THFC’s various programmes, in addition to arranging over £2billion of funding from the European Investment Bank. She was instrumental in THFC’s delivery of over £3billion of long term funding under the Government Affordable Housing Guarantee Scheme (2013).

Fenella has also been a non-executive board member of Dolphin Living Limited – a Registered Provider operating in Central London for the past 9 years and a member of the Acquisition, Finance and Development Committee.

Prior to joining THFC in 2002 she spent 11 years at Abbey National Treasury Services (ANTS) in a variety of roles covering capital markets, derivatives and market risk, joining the Board of ANTS in 1996.

Phil Elvy

Phil Elvy has over 25 years of senior leadership experience in the social housing sector and for the past 17 years has been Executive Director of Finance at Great Places Housing Group, during which time Phil has raised almost £1bn of funding.

Phil is a Board member at Bespoke Supportive Tenancies Housing Association, a small lease-based, specialist supporting housing provider based in Salford.

Phil has a degree in Accounting and Law from Manchester University, but originates from Kent and is still an avid supporter of Gillingham FC. Phil is a Fellow of the Chartered Institute of Management Accountants.

Joanna Bonnett

Joanna is a Group Treasurer with over 25 years of experience, having worked across a range of industries including medical care and life sciences, professional services, engineering, manufacturing, Defence and utilities. In addition to her role in Treasury, whilst at PageGroup plc, she established and ran their global sustainability function and sat on their board-appointed Sustainability Committee.

Outside of her Executive career, Joanna is on the board of the Association of Corporate Treasurers. Until May 2024 held the position of President and now holds the position of Immediate Past President and is Chair of the Audit and Risk Committee. Joanna regularly contributes to government working groups debating future regulation and is currently on the Transition Finance Market Review taskforce as a subject matter expert.

Joanna is a Chartered Accountant, is a Fellow of the Association of Corporate Treasurers, holds a Bachelor of Accounting and is currently studying Sustainable Leadership at the University of Cambridge.

Matthew Blake

Matt is a Chartered Management Accountant with more than 20 years’ experience in a variety of treasury, accounting, and analytical roles primarily in the UK’s non-bank mortgage market.

Matt stepped down from his position of Group Treasurer at Pepper Money in 2023, where he led the treasury function delivering circa £4bn of funding across both public and private securitisation issuances.

Matt was previously Director of Treasury for Together Financial Services where he launched the firms, now well established, High Yield Bond programme alongside the public and private securitisation programmes where he raised/refinanced circa £6bn of funding.

Matt is also a non-executive board member of Yorkshire Housing Limited – a Registered Provider managing c20,000 homes in Yorkshire, and is Chair of Yorkshire Housing Residential Limited. In addition, Matt is a non-executive board member of MS Lending Group, a Manchester based Bridging Finance lender.

Matt currently provides Treasury advisory services to non-bank financial institutions, where he recently secured £1.25bn of funding for a leading Buy-to-Let lender.
