We own and manage 72 homes in Kedge House, Starboard Way and Winch House on the Barkantine Estate. We are currently working with residents and consultants to consider different options for the future of these blocks.
What’s happened so far?
In 2017
We carried out an independent stock condition survey, which suggested that Kedge House, Starboard Way, and Winch House could benefit from significant change.
In 2018
A Residents’ Steering Group (RSG) was formed, made up of volunteer tenants and leaseholders from the three blocks. The group appointed:
- PRP Architects LLP as project architects
- Ray Coyle from Open Communities as the Independent Advisor
- Mike Tyrrell, former CEO of Tower Hamlets Community Housing, as a residents’ advocate.
In 2019
Early in the year, 79% of households responded to our ‘Starting the Conversation’ questionnaire, sharing what they liked, disliked, and wanted improved.
In October, we launched the first round of consultation, introducing PRP Architects through two exhibition events and one-to-one meetings.
In December, we held a second round of consultation, including:
- Two exhibitions at Barkantine Hall
- A mini event in Kedge House foyer
- Follow-up one-to-one meetings: Residents reviewed regeneration design options and analysis covering financial viability, planning risks, and community benefits.
We closed the year by sharing an Early Engagement Feedback Report, summarising residents’ input during the initial stages of the options appraisal.
2020
- In April, the third consultation was held remotely due to the pandemic. Residents received booklets, participated in phone interviews, and gave online feedback on design themes such as open space, parking, and home layouts.
- In October, the final remote consultation presented updated designs for the preferred option: full redevelopment. We also introduced the next steps, including the ballot process and Landlord Offer.
2021
- In April, we shared the Landlord Offer, outlining commitments if the ballot succeeded, along with example plans and designs.
- In May, a resident ballot was held. 94% participated, and 88% voted in favour of the regeneration proposal.
- After the ballot, we met with each household to understand their individual needs and preferences.
2022
- We began relocating residents from Kedge House and Winch House. DEX Property Management was appointed to manage the vacant properties.
- In October, we appointed Mount Anvil as our Joint Venture partner to co-develop the final designs for planning submission.
2023
- In July, we hosted two estate events where residents reviewed updated designs and floorplans from Mount Anvil and provided feedback.
- Throughout the year, we supported residents in relocating to temporary or permanent homes. We helped 12 tenants, and their households move, along with 6 adult children who moved independently.
2024
- We entered the detailed design stage with Mount Anvil, refining proposals ahead of a planning application to Tower Hamlets Council in early 2025.
- In September, we held two events focused on new home designs and gathered resident feedback.
- In December, we hosted further exhibitions for residents and the wider community to comment on the final designs before submission.
2025 – What’s happening now?
In February, we held two final resident events to showcase the proposed plans before submitting the planning application in April.The events featured:
- Overall layout of the new blocks
- External building designs
- Project timeline
- Flat layouts, 3D models, and a video fly-through.
We have nearly completed moving all residents out of Winch House, with construction expected to begin in early 2026.Kedge House is also nearly empty, with demolition scheduled for early 2027.
