Bellamy Close and Byng Street: Revitalising the estate and providing better homes

The construction of the 218 new homes is well underway following planning permission achieved in early 2023.

What is happening now?

In early 2023, Tower Hamlets granted us permission to build 218 new homes on the estate. In total, 63 of the new homes will be allocated to those on the local housing waiting list. This includes the provision of new homes for all 24 tenants currently in affordable homes on the estate with their rent and tenancy terms protected. The redevelopment is made up of 32 story tower block, 12 townhouses and 2 maisonettes.

Work on the approved homes began in March 2024 with the first completions due in 2026. We have kept in contact with the residents who have moved away from the site and will be returning to a new home in the redevelopment.

Construction update – Autumn 2025 

Tower Block C is making vast progress, with the concrete frame rising to level 32 completed. Cladding works, which began in April 2025, have advanced rapidly. Inside, fit-out works are progressing well, with almost all specialist trades active on site. The townhouses are also taking shape, with their traditional brick façades reaching level 2—bringing warmth, character and charm to the development.

Stafford Street playground update – July 2025

In July 2025, we celebrated the re-opening of the play space on Strafford Street, following a state-of-the-art upgrade with a new timber finish, as part of the works to enhance the local area. It was our pleasure to work with Mount Anvil and Tower Hamlets Council to provide a renewed space that can be enjoyed by local families, as well as bringing new biodiversity to the area coupled with new adventures for the little ones in this much-loved space.

We are looking forward to continuing working together with residents and our partner Mount Anvil to deliver the project for the benefit of existing residents and the wider community.

How we’ve got here

We started discussions with residents about possible regeneration in 2016, when the Far East Consortium International (FECI) gained planning permission to develop the area along Manilla Street and Marsh Wall.

This high-density development includes over 700 homes, a hotel and a school, and is right on the doorstep of the 24 homes our residents previously lived in on Bellamy Close and Byng Street. With building heights of up to 63 storeys and an anticipated five-year construction programme, residents expressed concern about the disruption and future impact of the FECI scheme. That’s when we started looking at the possibility of redeveloping the existing homes.

Key benefits of redevelopment:

  • Build brand new homes that existing residents can return to if they wish
  • Residents move away from the significant disruption generated by the FECI development
  • Increase the number of homes, enabling us to meet local housing needs as well as improve the environment and economy in the area
  • Of the proposed 218 new homes, 63 will be for social rent, and the remaining for private.

We held a number of events to talk to residents about potential regeneration, and they then elected a Residents’ Steering Group, who appointed an independent resident adviser, Ian Simpson from Communities First. We continued to work closely with the steering group, Ian and the wider resident community on a programme of consultation and engagement, including resident events, design workshops and fortnightly meetings to come up with regeneration proposals that were put to a resident vote in December 2019.

Residents voted overwhelmingly in favour of regeneration (83.9%) in the ballot, which saw a 100% turnout.

After the ballot, we continued to consult with our residents about the proposals, designed in collaboration with leading architect HTA Design, before submission for planning, ultimately making amendments to the original plans following the residents’ feedback.
