Tiller Road: Revitalising the estate and providing better homes

The London Borough of Tower Hamlets have granted us planning approval for the Tiller Road regeneration. This project will deliver of 400 new homes, including 137 affordable homes, at the site on the Isle of Dogs where we own and manage 72 homes.

Since 2018 we have been working closely with local people to find out how to make the area a better place to live.

This transformative scheme has been shaped through extensive engagement with existing residents and community groups. In May 2021, it was backed by a resident ballot (88% in favour, 94% turnout) held after an 18-month consultation.

Our partnership with the Greater London Authority has been integral to bringing this vision forward and delivering these much-needed homes.

What’s happening now and next steps

The planning application was submitted in April 2025, and then approved by Tower Hamlets Strategic Planning Committee on 12 November.

Meanwhile, since the successful ballot, the regeneration team have been working with residents to help them relocate to temporary homes off the estate. Winch House, the first block to be demolished, is now empty.

We will be starting early works in February 2026. As part of the first phase of construction, Winch House will be demolished in summer 2026.

Kedge House is also nearly empty. We continue to work with residents to help them to relocate and are in active negotiations with the remaining leaseholders. Demolition is scheduled for early 2027.

The new development

Our proposals will transform the three existing blocks – Kedge House, Starboard Way and Winch House – into a new, mixed-tenure neighbourhood of 400 homes. From the way buildings meet the street to the landscaping, and servicing, every element has been carefully considered to ensure high quality design throughout. All the way, responding to the resident’s key priorities and meeting our commitments to them. Key elements of the scheme are:

  • 40% affordable housing, with a tenure split of 85% social rented and 15% shared ownership, which goes beyond local policy. This includes delivering 116 social rent homes, that includes 58 additional homes for the borough. 53% (31) of the new social rented home are large family-sized homes
  • Bright, healthy homes designed for residents: 100% of homes have dual aspect layouts to maximising natural light, ventilation and connection to the outdoors creating comfortable, high-quality living environments. We worked closely with existing residents to design their new homes to meet their needs, considering elements such as kitchen layout.
  • Over 3,000 square metre of new high quality landscaped spaces and play areas. There will be a gree welcoming heart to the development and a new pedestrian link to the neighbouring area. These are thoughtfully designed shared spaces, with new trees, soft planting and places to sit and play. The public realm environment will enhance residence sense of wellbeing and improved biodiversity.
  • A new 200 square metre community centre: Offering a vibrant hub for wellbeing which will have services co-designed with residents for youth, skills and social programmes and other local initiatives.
