Tiller Road: Revitalising the estate and providing better homes

How we got here

The Tiller Road estate regeneration has been shaped by residents from the start. Since 2018 we have been working closely with local people to find out how to make the area a better place to live. The scheme is designed to deliver on the promises made to residents as part of their Landlord Offer and to deliver the kind of high-quality, affordable homes Tower Hamlets needs.

Since 2023 we’ve spent over 170 hours with residents and the local community across 60 events to fully understand what they need from the regeneration.

  • Events include co-design workshops, monthly Resident Steering Group meetings, a weekly afternoon tea drop-in session at Winch House, and summer party celebrations.
  • We’ve co-designed homes with residents to ensure they meet their needs, while guaranteeing current residents the right to return to a modern, like-for-like home.
  • A panel including a resident and our Resident Advocate appointed The London Community Trust to manage the community centre in the future.

We’ve also continued to engage with neighbours in nearby blocks and businesses to make sure their feedback shapes what’s delivered. Community engagement events have been held in the Alpha Grove Community Hall, the Leisure Centre and Pepper Street. We have collected 73 cards from residents and wider community stating their support for the proposals.

Timeline

Here is the timeline, setting out the major milestones of this project.

2018

  • A Residents’ Steering Group (RSG) was formed, made up of volunteer tenants and leaseholders from the three blocks. The group appointed consultants to join the project team.

2021

  • We developed a Landlord Offer, outlining commitments if the ballot succeeded, along with example plans and designs.
  • In May, a resident ballot was held. 94% participated, and 88% voted in favour of the regeneration proposal.

2022

  • We began relocating residents from Kedge House and Winch House.
  • In October, we appointed Mount Anvil as our joint venture partner to co-develop the final designs for planning submission.

2023

We worked with our residents and our joint venture partner Mount Anvil to develop the scheme designs up to planning application. We held several rounds of engagement events with our residents and the wider community.

2025

We submitted the planning application which was approved by the Strategic Planning Committee in November.
