We have carried out a stock condition survey of the schemes we manage and have identified building components that we think need replacement in the near future.  These components will be surveyed again closer to the time to check if they are in need of replacement.  Our future planned investment programme is detailed below.

What is a Planned Investment Programme?

A Planned Investment Programme is a plan to carry out essential repairs to your building. These works are often necessary to maintain the property’s condition. This may include:

  • Roof repairs or replacement
  • Window and door replacement
  • External wall repairs
  • Lift modernisation or replacement
  • Fire safety improvements

How do we decide what’s in the programme?

Riverside regularly carries out surveys on the buildings we own. We’ve assessed all our buildings to come up with this programme and prioritise jobs.

When will the work be carried out?

If your building is listed on the programme, it means we’re intending to do the work this year. However, it is not a guarantee. Some works, for example, may need planning permission which could mean they take longer to deliver. However, this is the clearest picture we’ve ever published of what planned investment works we’re intending to carry out and when.

How is it funded and why is it necessary?

Major works are typically funded through a combination of service charges and the building’s sinking fund – a pot customers pay into each year as part their tenancy agreement in anticipation that, like all buildings, it will need maintenance at some stage to preserve the building’s structure and appearance and comply with legal requirements.

Your Rights

Under Section 20 of the Landlord and Tenant Act 1985, you have the right to be informed about and consulted on major works when the estimated cost of the works for each leaseholder exceeds £250.

The Section 20 consultation process has two stages, with a possible third stage. These are:

  • We write to you about our plan to carry out works (known as a Notice of intention).
  • You have 30 days to send us your observations in writing.
  • We review and reply to customer observations and if appropriate, make changes to the proposal.
  • We invite contractors to bid to do the works.
  • We study the bids from interested contractors (including those where customers have nominated contractors and tenders have been obtained).
  • We write to you with a Notice of proposal which includes details of the proposed contractor(s), details of their proposal and the cost.
  • A summary of the written observations from customers about the proposals and our responses.
  • You have 30 days to send us any observations you have about the tenders in writing.

If we award the contract to the lowest-priced tender or to a contractor nominated by a customer, we will not consult you again. Otherwise, we enter the third stage:

  • Within 21 days of awarding the contract, we write to you with a ‘notice of award of contract’ which includes the reasons why we chose the successful contractor or details about when and where you can see these reasons, It also includes a summary of the written observations from customers about the tenders from Stage 2 and our responses.

Project phases

As the project progresses, we’ll update this web page to confirm the phase we’re currently in. Here is an explanation of the phases.

  • Not started – The project has not yet begun.
  • Validation – Riverside are preparing to commence on the programme.
  • Planning Application – Depending on the type of work or location/type of building, Riverside need to seek permission from the local authority prior to carrying out the proposed work. 
  • Stage 1 – Stage 1 of the Section 20 consultation has been issued to customers.
  • Procurement – At this stage, our procurement team are in the process of selecting a suitable company or individual to carry out the specific works in line with our procurement policy. Our Assets Team will review all bids received from contractors and score them based on price and quality (this involves assessing how well a bidder’s proposal aligns with the procurement requirements and evaluating their ability to deliver good quality work).
  • Stage 2 – Stage 2 of the Section 20 consultation has been issued to customers.
  • Awarded – The works have been awarded to a contractor.
  • Stage 3 – If required, Stage 3 of the Section 20 consultation has been issued to customers.
  • Mobilisation – The awarded contractor is preparing and moving resources, personnel, and equipment to the project site in readiness for the start of work.
  • In progress – The works are in progress.
  • Completed – The works have been completed and inspected by Riverside.
  • Delayed – the works are delayed due to supplier issues, pricing, asbestos survey removals you will be notified when a new date has been secured.
